Born in Sialkot, Punjab, on July 4, 1898, Shri Gulzarilal Nanda completed his schooling in Lahore, Agra, and Allahabad. His academic career included work as a labor issues research scholar at the University of Allahabad (1920–1921) and then, in 1921, a position as an Economics professor at the National College (Bombay). He began actively participating in the Non-Cooperation Movement in the same year and went on to further improve the welfare of society by holding the position of Secretary of the Ahmedabad Textile Labour Association from 1922 to 1946, during which time he played a pivotal role in resolving labor-related issues.

After being imprisoned for Satyagraha in 1932 and then again from 1942 to 1944, it was clear that Shri Nanda was dedicated to the cause of independence. His political career took off when he was elected to the Bombay Legislative Assembly in 1937. From 1937 to 1939, he worked for the Bombay government as the Parliamentary Secretary (Labour and Excise). From 1946 until 1950, he served as the Bombay Government’s Labour Minister, effectively guiding the Labour Disputes Bill through the State Assembly.

Throughout his varied career, Shri Nanda served in a number of capacities, including Chairman of the Bombay Housing Board, Member of the National Planning Committee, Secretary of the Hindustan Mazdoor Sevak Sangh, and Trustee of the Kasturba Memorial Trust. He was instrumental in the founding of the Indian National Trade Union Congress and went on to become its President.

At the International Labour Conference in Geneva in 1947, Shri Nanda spoke on behalf of the government and made a significant contribution to the “The Freedom of Association Committee.” He traveled abroad, visiting Sweden, France, Switzerland, Belgium, and England to research housing and labor laws.

He joined the Planning Commission in March 1950 as vice-chairman, and in September of the same year he became the Union Government’s planning minister. He assumed leadership of the Power and Irrigation portfolios at the same time. In the general elections of 1952, he was elected from Bombay to the House of People and kept his position as Minister of Planning, Irrigation, and Power.

Lead by Shri Nanda, India was represented at the International Labour Conference in Geneva in 1959 as well as the Plan Consultative Committee in Singapore in 1955. His electoral successes persisted when he ran a strong campaign for the Lok Sabha in the 1957 general elections, which led to his appointment as the Union Minister for Planning, Labor, and Employment. Later, he served as the Deputy Chairman of the Planning Commission.

In 1962, after being re-elected to the Lok Sabha in the general elections from Gujarat’s Sabarkantha Constituency, Shri Nanda founded the Congress Forum for Socialist Action. In order to make even more contributions to the country, he held the positions of Minister for Home Affairs from 1963 to 1966 and Union Minister for Labor and Employment in 1962 and 1963.

On May 27, 1964, after Pt. Nehru passed away, Shri Gulzarilal Nanda became India’s prime minister. After Shri Lal Bahadur Shastri passed away in Tashkent on January 11, 1966, he was sworn in once more and his leadership continued.
